~~Comment~~ Keep - The deletion reasoning is Wikipedia:JNN, you need to expand on why this article is not notable. And this statement that constituency articles are not notable, or that city deputies are not notable, is not currently borne out with wikipedia practice. Certainly we have equivalent articles on the constituencies of sub-national legislatures (eg Lambeth and Southwark (London Assembly constituency), New York City's 6th City Council district, Los Angeles City Council District 6, Ward 4, St. Louis City, 11th Ward of New Orleans, Peartree (ward), Eichsfeld I, Kin Ming (constituency), Ward 3 Etobicoke—Lakeshore, etc) as well as those who sit in such bodies (Category:Members of the London Assembly, Category:New York City Council members, Category:Minneapolis City Council members, Category:Toronto city councillors, etc), not to mention those for the Moscow City Duma (Category:Deputies of Moscow City Duma). When you say "No reason for a separate page", are you actually suggesting a merge? Where to? The Moscow City Duma would be overwhelmed by the material in this article and that of the other 45 constituences (Category:Moscow City Duma districts). If your startpoint is that these districts are not notable, why has only this one been nominated? Is this a test case, or cherry picking?
