Fails WP:NPOL. Subject was a perennial candidate in Arkansas and most coverage appears to be local coverage on the elections, his obituaries, election results, or works focused on the Clintons in relation to the fact that he ran against Bill Clinton in several elections.   • Delete. People do not get Wikipedia articles just for being candidates in elections they did not win — no, not even if they ran multiple times. But this makes no claim that he had any preexisting notability for other reasons besides the candidacies themselves, and is not referenced anywhere near well enough to make his candidacies special: apart from a single obituary, it is otherwise referenced almost entirely to primary sources and glancing namechecks of his existence in sources that are primarily about other people, not to substantive coverage about him — and, as always, the existence of one obituary in the person's local media is not an automatic GNG pass all by itself in the absence of any other notability-supporting sources either.
