Withdraw. It would be better to WP:PROD this instead, I don't believe that a discussion about it is necessary.

Comment - I think that this one is hard to assess unless one reads Russian. Минский курьер appears to me to be quite an extensive news operation but I can't read the sources to tell if there are RS to the required level because I'm not a Russian speaker.
