Not notable. He is an expert in the history of Ferraris and other racing cars, writes for automotive magazines, and has co-authored a book. He has won some awards and prizes, but they are not significant by Wikipedia's standards, and I could not find significant coverage ABOUT him as required for WP:BIO.
