Non-notable individual. Being an Olympic participant with no medal is not enough to warrant notability/an article in English Wikipedia (it already has an article on Slovenian language WP, which should suffice). DancingPhilosopher (talk) 12:28, 8 January 2021 (UTC)[reply]

And per WP:BEFORE I was able to find this pretty quickly, which has plenty about him, including him founding a sailing club. That was with just a basic translate of the word "sailor" into Croatian.
