A lawyer doing his job, voicing opinions on a topic in his field - in this case net neutrality. The vast majority of sources are articles about net neutrality that have one or two sentences of quotes from him (i.e. less than 95% of the articles' contents). There are no tangible articles about the person other than corporate PR. This is insufficient to establish notability. All the personal data seems to have been taken from the profile at his place of work. This is not an independent source.
