Delete - There are no reliable sources that discuss the overall topic of Bulletman and/or Bulletgirl's enemies as a group or set, making this a failure of the WP:GNG and WP:LISTN. On top of that, nearly all of these entries are one-shot characters that appeared in single issues. I was going to suggest a very selective merge to Bulletman and Bulletgirl#Rogues_gallery (i.e., mentioning the two or three entries here that were actually reoccurring), but as this list is completely unsourced, a merger would not really be appropriate. No prejudice against actually filling out that section of the main article with reliably sourced information on their handful of actually reoccurring rogues, though.
