I'm not certain that this person meets WP:BIO. He has received a few awards and has held a few positions, but at the same time I'm having great trouble finding reliable sources about him in detail, at least online, and book sources covering him in detail have not been proven to exist. - Keep – I think this is a bad faith nom. The Padma Shri is a notable award and recipients are undoubtedly notable. I just did a plain and simple google search with the terms Keshav Malik Padma and I get reliable sources on the first page itself. This is by the Times of India, and this is by the Ministry of Home Affairs.
