WP:BLP of a person notable primarily as the mayor of a town with a population of just 3K, which is far too small to confer notability on a mayor under WP:NPOL, and as an unsuccessful candidate for higher office. While the article does contain sources, none of them are actually substantive coverage of him as a topic in his own right — they just glancingly namecheck his existence in the process of being about other people or events he was tangentially connected to, so they don't adequately support a claim under WP:GNG.
