  • Weak delete. No evidence of notability; searching Google Scholar for author:jr-de-lima-andrade found what look like his publications, but without enough citations to justify WP:PROF#C1. "Director General of the School of Public Administration and Management of the State of Sergipe" might make a claim to #C6 if that were a significant standalone institute, but I can barely verify that the "Escola de Administração Pública e Gestão Governamental de Sergipe" exists, and I doubt "Secretary of State for Tourism of Sergipe" passes WP:NPOL. That all said, copying and pasting the identical nomination statement on seven rapid-fire AfDs [1] [2] [3] [4] [5] [6] [7] doesn't make a strong case that the nominator has considered these cases individually or done the searching requested by WP:BEFORE.
