No, it's an example of what I meant by a pseudo-press release, what they call a "publi-reportage" in French, it's basically a press release made to look like a news story. Language such as this "[le logo]...souligne le dynamisme et le caractère innovant de l’école. Les majuscules transmettent les notions de stabilité et de fiabilité d’une institution de qualité" is a good example, not the kind of thing an RS would write.
