Keep: It's a harder decision to make than the one for WP:Articles_for_deletion/Liang_Jing_(runner), but I'd say keep. It's not only the "National Paralympic Games Champion" title but the combination of the title AND his death in a high profile accident in the most populous country, which is also the worst accident (by death toll) in Chinese sport history / in the world's ultra-marathon history / probably the worst by death toll of the participating athletes in the world's modern sport history (en:List_of_accidents_and_disasters_by_death_toll#Sporting_events)), that makes him notable and Wikipedia-article worthy (posthumously). There are really many Chinese-language media articles and reports about him now. Comment. Borderline. zh:黄关军 is super short. Maybe there are good sources in Chinese or will be created shortly? Top link from Baidu [1] for his name is [2], seems there are a few paragraphs there.
