Completely unreferenced biography of a person "notable" only for being the 36th person to do a not inherently notable thing. This could get him an article if he were really well sourced as the subject of enough reliable source coverage in media to clear WP:GNG, but it's not an inclusion freebie that guarantees him an article just because he existed.   • Keep - I was swaying towards the nom's POV - I don't think that being the 36th person to be killed in a particular conflict or by an oppressive dictatorship is enough to be notable - but the Google Books search threw up a lot of references to his attempt at crossing. This book has an entire chapter on him. This one gives him a paragraph. More references appear available in German and a check of the DE wiki page shows a references to several pages in a book about him. This leaves WP:1E, but that would require a page covering the event to redirect/merge to and I don't see the point of starting a page called "The shooting of Horst Kutscher". I think it's important to keep WP:NEXIST in mind - if you think an article could be written based on RSs, then this is enough to substantiate keeping.
