I don't believe that this is notable per WP:NCONCERT. Two reviews of individual shows are provided, but they don't discuss the tour as such. - Redirect to Ellie Goulding, like her first tour does. I found an MTV article on the Halcyon Tour but that's about it. It's quite possible that more coverage will emerge in the next couple months, but for now I'm not convinced there's enough to support an individual article at this time.
