Frank A. Russell does not meet Wikipedia's GNG. He has little to no press coverage, most of which comes from unreliable sources. His wikipedia page is basically a resume. This is a good example of unambiguous advertising or promotion. Additionally, the page creator and primary contributor of the page, User:Bencarstens is a SPA whose only contributions are for Frank A.
