Delete. Per WP:TNT and failing WP:V (none of the links I followed in the article lead to verifying anything about Dumont). Possible COI vs. creating user based on user name. Being a Legion of Honour commander class would actually be a possible credible claim to notability - BUT - no ref to verify this in the article, and I haven't been able to verify this. In my BEFORE I haven't been able to find much on the 20th century individual (there is at least one 19th century figure with a few book hits with the same name). The article itself - is one big mess and is definitely in the TNT zone regardless of the V issues. Icewhiz (talk) 07:26, 5 October 2018 (UTC)[reply]
Delete, as WP:NOTMEMORIAL, and not meeting WP:GNG, agree with above that cited sources are not related to this Dumont, ie. did he receive a Legion of Honour?, an editor called "Dumontr123" (only edit) added him to List of Légion d'honneur recipients by name (D) back in 2014 but with no citation, searching the LofH website comes up with nothing relevant, did find this that concentrates on his war service but not enough.
