Every fourth year is usually a leap year. The only exceptions are the "00" years. Most such years are not leap years, but the ones divisible by 400 (such as 1600, 2000, 2400, and 2800) are. None of us were born in the 1800s, so delete this and do not recreate it until February 2100, the next time February in a multiple-of-4 year will be a day shorter than in most other such years.
