The notability of this person as an academic hinges on their becoming an honorary fellow of the UK Faculty of Public Health. Google Scholar citations total about 200, no h-index gets calculated. The references are mentions, and one interview with the university where he last studied.

While AfD isn't directly concerned with editors' behaviour, the author appears to have attempted to bludgeon this into mainspace, with three simultaneous drafts which were declined (Draft:Dhammika Perera (Sri Lankan doctor), Draft:Dhammika Perera (physician) and Draft:Dhammika Perera) and several times they've moved them into mainspace themselves e.g. Dhammika Perera (Sri Lankan doctor) only to have them draftified.

The version now in mainspace that is the subject of this AfD was also moved there by themselves circumventing the decision at AfC. It has been substantially trimmed of puffery and uncited material by Melcous. Curb Safe Charmer (talk) 14:42, 11 May 2021 (UTC)[reply]

  • comment Fellowship is not honorary with UK Faculty of Public Health, it states "Available to members and non-members who have been accepted onto a specialist register in public health, usually the GMC Specialist Register or the UK Public Health Register (UKPHR) which will lead to automatic election to Fellowship of FPH." where the point is that you have to pay a fee and then you are *automatically* a fellow. They do have awards, but it seems the subject has not won any of them. --hroest 16:30, 11 May 2021 (UTC)[reply]

I would argue that not every academic/professional society is prestigious enough to confer automatic notability through fellowship or awards, even when seemingly selective. Same with directorship of international programs. Fellowship through Distinction is not even the highest level of membership and still requires paying subscription fees (unlike Honorary Fellows/Members).
