  • Keep. Moscow is (a) a global city whose city councillors are considered notable enough to pass NPOL #2, and (b) a standalone federal city of Russia which is effectively a "state" or "province" in its own right, thus its city councillors actually bump up from NPOL #2 to NPOL #1 as first-order divisional legislators. The first discussion is not relevant, as it took place before he was elected to the Moscow City Duma, when being chairman of the youth chamber was still the only notability claim he had at that time — but while this does need some referencing improvement, the base notability claim he has now is a hard "article must be allowed to exist" pass.
