This is advertising for Elsevier. It is basically one of yhe many special subscription arrangement for their paid-access journals, bundled with a link to medline and other material. It of not actual importance, and nobody would both commenting on it unless they had coi of some sort. Therefs , that are still accessible are PR or notices.
