Delete. City councillors do not get an automatic inclusion freebie per WP:NPOL just for existing, but qualify for articles only if they have a strong claim to being significantly more notable than most other city councillors in most other cities — but this is not substanced or sourced even remotely close to well enough to demonstrate that.
