No evidence this award exists (City of Brampton website does not appear to mention it), no reliable sources therefore can be found for the assertions in the article. Author also created (now deleted) article for supposed first recipient, Kateryna Leonchenkova. I don't believe the subject would be notable enough for an article even if sources could be found.
