Delete. Mayors are not "inherently" notable per se — making a mayor notable enough for inclusion in Wikipedia is not a matter of verifying that he existed, it's a matter of writing and sourcing a substantive article about his political significance: specific things he accomplished as mayor, specific projects he spearheaded, specific effects he had on the development of the city, and on and so forth. But this just cites one glancing namecheck of his existence in a news story about an event, and then uses primary sourcing to verify election results, which is not enough in the absence of any significant coverage about his work in the job. Redirect to Mayor of Santa Maria, Bulacan – mayors aren't presumptively notable under WP:NPOL, and I can't find any coverage that goes beyond trivial single-sentence mentions. He thus fails the WP:GNG, which requires significant coverage. But redirects are cheap, and this one would at least allow readers to reach relevant information.
