Does not meet WP:GNG. A Google search for "African Congress of People" return the Wikipedia article, a Facebook page, a Twitter account and this article which mentions it in passing. There's literally nothing else. The current references in the article are actually copied from an article about a different Zimbabwean party, the Mthwakazi Republic Party.
