This was declined for prod because it is not eligible having been previously deleted at AFD. The following is the prod rationale -

The article relies on primary sources WP:PRIMARY and gives undue emphasis to the ideas of Harold Bays. Messages on the talk page indicate that several editors believe that the article should be deleted, and none have suggested any reason that the article should continue to exist. Factual accuracy has been disputed for over a year. The article was proposed for deletion (and the result was Delete) in 2008 because the term was a non-notable neologism, and the current article appears to have the same problems.
