I declined a G4 here because the recreated article was not substantially similar to the deleted version. I may have been wrong to do so, as the fundamental problem which led to deletion has not apparently been addressed: this person seems not to be notable by our standards. Delete per nom. Despite performing minor copyedits to the article and removing unreliable sources, the subject isn't notable and has not been discussed significantly in reliable sources.
