"usually" doesn't mean always. WP:BROADCAST says "most television stations that produce original content should be presumed notable." Most isn't all. The thing is to determine if this one is or not. Keep. I added an article in a scholarly journal and some newspaper references dealing with sanctions by the country's broadcasting regulator.
