Requester comments

This IP and others, mostly in the same range, are being abused by banned user User:100110100. See discussion at AN/I [1]. The banned editor only uses IP socks, so SPI reports are generally closed without action and reports to AIV are dismissed since it is a sockpuppet of a banned user matter rather than one of simple vandalism. Total blocks across the 174 IP range for this user is at least 5.

Other IPs abused include
