how can i join Wikipedia to be an editor or administrator

Sorry, I think there is a slight misunderstanding. My page talks about what I do in relation to Wikipedia, so my experience in interest in music is explained because I edit a lot of music articles. Most importantly, though, it is in what we call "user space", meaning that it is prefixed by User:, so in my case User:Makemi. You wrote your article in "article space", which is meant to be only for encyclopedic content. Someone has moved the article to your "user page", where it can stay.

Congratulations! You have already joined Wikipedia, just by editing, you are now a Wikipedian and an editor. Usually to be an administrator you have to be around the community for a while, show a willingness to do certain chores, and go through Requests for adminship. I'll give you the standard welcome template that has some good links for editing and basic rules of the Wikipedia community. Thanks.
