Northernmost permanently inhabited place[edit]

It all depends on the definition of "Northernmost permanently inhabited place". Alert, Nunavut and CFS Alert is permanently manned, usually with 5 people, but not the same people throughout the year. They would rotate in and out so that the place would never be empty at any time. By the way Siorapaluk isn't the Northernmost settlements with the same people living there year round.
