I would like to create a page for a person who had served in Indian Administration Services for over 35 years. He is C N Ramdas and you can find references from the link below,

Please let me know if I can proceed creating the page since I have completed writing the article following the Wikipedia guidelines and did few research on the other existing articles too.

Based on the guidelines to create article, I thought that we should first place the article source and you will approve for it to add content because of which I have only placed link. Since, the admin has created Speedy deletion note, I have started adding content to the page. I have misunderstood the information on this page http://en.wikipedia.org/wiki/New_articles "The very first thing you should write in a new article is a list of the source(s) for the information in it."
