If you plan to post an article, you can just do so - you do not need to indicate that you intend to post an article at a given title. However, I note that the article you plan to write matches your username, which might indicate that you are the article's subject. Please read our policies on conflict of interest and Autobiographies. Generally, you should not write about yourself, since it's nearly impossible to do so in a neutral fashion.
