Upload is for images, but in order to create a page, you merely have to adjust the url on the toolbar, and if the page is blank, you may create it.

I.E. http://en.wikipedia.org/wiki/ (Insert article name here)

Now, be careful about notability and encyclopedic-ness of proposed articles - You should read WP:WIWO before trying to create an article. Schools seem to survive AFD, so it is okay for you to make a secondary school article almost all of the time. WhisperToMe 04:18, 20 March 2007 (UTC)[reply]
