I am sorry that, there's a person discussed with me about this topic, but I just delete it by mistake. Usually, it won't tear off if there's no any cuts on heat shrink sleeves or tubings. There are serveral reasons if they tear off during shrinking:
1. formula of sleeve or tubing is not stable
2. the irradiation dosage is not right during cross-linking by e-beam
3. the gel content of tubing or sleeve is not low
4. small cuts or holes on sleeve or tubing
