Wikipedia is not a web host for holding personal web pages unrelated to work on building the encyclopaedia. You are, of course, very welcome to start making contributions to the encyclopaedia, in line with Wikipedia policies and guidelines if you are interested in doing so, but if your only interest is in writing a personal web page, then there are many web sites which provide that sort of service, but Wikipedia is not one of them.JBW (talk) 09:15, 26 October 2021 (UTC)

• Hello, Roman. You probably noticed that when I posted the message above I also deleted your user page, but I have now restored it. When a new editor's first act is to create a user page describing their career, they are almost always here for the sole purpose of using Wikipedia for self-promotion, so such pages are commonly deleted. However, it is now clear that you are in fact here to contribute to the encyclopaedia, and it is perfectly reasonable for editors who are contributing to the encyclopaedia to provide a user page giving a brief description of who they are and what they do.
• Unfortunately, however, there is a problem with the draft article you have created. It seems that it is based largely, if not entirely, on a paper you have written, which has been published in a book. I have not been able to obtain a copy of the paper in its entirety, but on the basis of excerpts I have seen, it looks as though much, if not all, of the content of the draft is copied from your paper, either verbatim or with minor changes. It seems that the book contains the following notices: "© Serge Cleuziou & Maurizio Tosi 2020" and "Subject to statutory exception and to the provisions of relevant collective agreements, no reproduction of any part may take place without the written permission of the Ministry of Heritage and Tourism, Sultanate of Oman." That being so, we can't accept material copied from the book, even if posted by the author of that material. It is possible that you may be able to obtain copyright release for the text; if so you should read Wikipedia:Donating copyrighted materials to see how to give permission for reuse. However, bear in mind that it is not sufficient to obtain permission for the material to be republished only on Wikipedia, or only subject to restrictive conditions such as not being for commercial use, because Wikipedia's licensing terms require all content posted to Wikipedia to be released for free reuse by anyone, for any purpose, either unchanged or modified in any way whatever, subject to very weak conditions, which largely amount to the fact that anyone reusing the text has to say where they have copied it from. (The exact legal terms are given in Wikipedia:Text of Creative Commons Attribution-ShareAlike 3.0 Unported License.) I think it unlikely that the copyright holders will be willing to license the material under those very broad terms, and if not then it can't be used on Wikipedia.
• My guess is that rather than trying to get the appropriate licensing, and then going through the process of providing the appropriate release to Wikipedia, a better way of dealing with the copyright issue would be to rewrite the material, avoiding using the same language as you used in the original paper. However, you should avoid making the very common mistake of thinking that a few trivial changes in wording are enough: see Wikipedia:Close paraphrasing.
• I apologise for imposing these extra burdens on you, when you have already evidently put a significant amount of work into creating the article. I am particularly sorry because the draft article is, in my opinion, a very good one, and I should like to be able to accept it for Wikipedia. (In fact it is only because I hold that opinion that I have spent the time it has taken me to write this fairly detailed message: otherwise I would just have posted a pre-written standard message rejecting the draft.) Unfortunately, however, it is necessary.
• Wikipedia policy is that material which violates Wikipedia's copyright policy should be deleted immediately. However, to give you maximum opportunity to recover the draft with minimum trouble, I shall not delete the page entirely, but I shall just remove its contents, leaving the page almost blank, so that you can take a copy of the page from the editing history, and store it off Wikipedia to work on, if you haven't already done that. You can then resubmit it, either as it is if you are able to obtain copyright release or (more likely I guess) suitably rewritten.
