Caught by a colocation web host block but this host or IP is not a web host. My IP address is 172.226.0.27

Decline reason:

Procedural decline since while that IP is indeed blocked (actually on a blocked range), you are not so I can't unblock you with no block to lift. And the rangeblock is global, across all Foundation projects, so it would be beyond my authority to lift that.

That was the bad news. The good news is that there's a better way out of this situation. Go to WP:IPECPROXY and follow the directions there to request IP block exemption (you don't have to be able to edit).
