I have removed this template in favor of the one below. However, this is a borderline case and if another editor besides ShohagS agrees that it is eligible under that criteria, it will likely be deleted under that criteria, as I won't disagree with two editors independently recommending "A7-deletion" on a "could go either way" case like this. "G4" means WP:CSD#G4 - G4. Recreation of a page that was deleted per a deletion discussion. The complete rule says This applies to sufficiently identical copies, having any title, of a page deleted via its most recent deletion discussion.[1] It excludes pages that are not substantially identical to the deleted version, pages to which the reason for the deletion no longer applies, and content that has been moved to user space or converted to a draft for explicit improvement (but not simply to circumvent Wikipedia's deletion policy). This criterion also does not cover content undeleted via a deletion review, or that was only deleted via proposed deletion (including deletion discussions closed as "soft delete") or speedy deletion.
Re-posting of material that has been deleted after a deletion discussion is generally considered disruptive. If you DID do this, please put {{db-author}} at the top of Scintilla Iceland and put a note on Wikipedia:Articles for deletion/Scintilla Iceland (2nd nomination) saying that the re-creation was in error and you have asked that it be deleted. If you did NOT do this - that is, if the content is not substantially the same, please put your objection on Talk:Scintilla Iceland and make a comment in the deletion discussion that the content is not substantially similar. An administrator can see the deleted version and will check it against the current version. If it is not substantially the same, it will NOT be deleted as a "G4 deletion."

The page doesn't demonstrate that this person meets WP:Notability or WP:Notability (people) or any other "notability" criteria. Also, for living people, in-line citations are strongly preferred. EVEN if this person is notable, the current page is so promotional that WP:Blow it up and start over applies even if there are no copyright violations and no "sock-puppetry."

There must be enough independent sources that, between just the independent sources, it is obvious that this person has received significant coverage from independent, reliable sources. Absent this, there can be no article. Once there is enough evidence of "notability" that this is no longer a concern, the drafting can begin. Any draft will need to be written in a neutral point of view. If it comes across as "promotional" it will need to be re-written.
