Request reason:

I’m using the I.P. 190.110.141.1, which seems to be a communitary IP. I haven’t violated any rules of Wikipedia, but it has been blocked in the Spanish Wikipedia. I have no way to contact Taichi, the administrator who blocked the I.P., since he blocked me from editing talk pages too. Is it proper to appeal an unblock here? What should I do?

In the English Wikipedia an editor in your situation could use ticket request system, but I do not know if that even exists in Spanish Wikipedia.
