After Patna Metropolitan Region was deleted as a copyright issue, you were told above some very important things:
That copying from most sources is against our rules.
That if copying from other articles on Wikipedia, you have to say which one.
But you created the article again with content copied from other articles and worse, from the external site you originally copied. For example, you added this:

The last master plan for Patna (1961-1981) had expired 33 years ago and since then there was no guideline to regulate the urban growth. According to sources, the urban development and housing department in February 2011 entrusted the task of making survey and providing technical assistance for preparation of the draft master plan for Patna to CEPT.
