This was declined already and resubmitted within a day with minimal work. That is never going to fly.
The main problem is that all the sources cited are primary sources. They are good in themselves, but are not enough. We need something from outside the orbit of the subject to show he is making waves. If he was a significant advisor to the White House, as is suggested here, I would expect him to have been cited in the national press at the time. A reference to a newspaper article that comments on his work or cites him as an expert witness would help - two or three of those would do it. Apart from that, we do need more meat on the contents.
