The Cheng Han (simplified Chinese: 成汉; traditional Chinese: 成漢; pinyin: Chénghàn; 303 or 304-347) was a state of the Sixteen Kingdoms during the Jin Dynasty (265-420) in China. It represented two states, the Da Cheng state (大成, pinyin Dà Chéng) proclaimed in 304 by Li Xiong and the Han state (汉, pinyin Hàn) in 338 by Li Shou. S

[edit]After the submission of the Celestial Masters in 215, many followers of the school were transferred from their homeland in Sichuan to other parts of China. The Li family belonged to a group that was transferred to what is now modern-day Gansu province. They stayed there a number a years, but shortly before 300 CE, they led more than 200,00 people back to Sichuan to escape famine and warfare. Upon returning they recruited allies to help them set up a new independent state. As they were Ba people, and followed the teachings of the Celestial Master, they were able to recruit other Ba and Daoists to their cause.(Kleeman 2) In 304 CE, Li Xiong controlled much of Sichuan and declared himself king. Fan Changsheng, a local leader, was named chancellor of Li's new state.(Kleeman 98)
Aa a devout Daoist, Fan Changsheng was responsible for enacting policies consistent with Daoist beliefs. The state had simple laws, leniency in corporal punishment, low taxes, helped the needy, and tried to avoid warfare.(Encyclopedia)
