A World With No Boundaries was a fictional terrorist organization featured in the video game Ace Combat Zero: The Belkan War and the main antagonist. The organization was founded by a group of disillusioned pilots and soldiers from all sides of the Belkan conflict (Including Belka, Osea, Ustio, Sapin, and Yuktobania), who defected from their armies to form the group. The organization's primary goal was to eliminate all borders between countries and form a global state.

A World With No Boundaries utilized weapons such as XB-0 Hresvelgr and V2 nuclear missiles.

The Erusea Air and Space Administration is an Erusean government-owned company specializing in aircraft and spacecraft design that became a privately owned company after a larger merger and is featured in the background of the Ace Combat series. The company is well known for the fact that it supposedly built the X-02 Wyvern for the Erusean airforce. Following the Continental War of Ace Combat 4, EASA later became Neucom, Inc.

Neucom

Origin: Ace Combat 3

Neucom Inc. is a generally struggling corporation that focuses on progress through technological advances. It was once the Erusian Air and Space Administration (EASA), a corporation found in Ace Combat 04. Formed by a group of defecting scientists from General Resource and a former government agency, Neucom has similarities to real-life defense contractor McDonnell Douglas. Neucom's para-military force is named Neucom Emergency Unit (NEU) and it's the only side that uses its own design aircraft. Cynthia Fitzgerald is a member of the NEU (as is her sister Fiona, defecting along with the main character if player wishes, in the later missions). For some reason, Neucom is named Neuwork in the seriously downgraded English versions of AC3.

History of Neucom

Originally the EASA (Euro-Asian Space Agency or the Erusian Aeronautics and Space Administration), it was sold off some time after the Continental War. Its success really took off after the acquisition of a larger Aerospace agency, which earned Neucom's Space Development division a place as "Cutting Edge". In their opening days Neucom bought the Comona Islands (also known as Riass) Space Facility from the Usean Government. Neucom Inc. is comprised of 5 operational departments: Neucom Info, Neucom Space, Neucom Bio, Neucom Sphere and Neucom Publishing. The corporate name is a compound word from "Neuron" and "Computer".

The first product from Neucom’s sub departments was the Neucom Visual System (NVS). This was a computer program which operated on the Electrosphere which operates as a Broadcasting System and a Search engine. This becomes Neucom’s Main Broadcasting system in their own company as well as their main Software Product.

As for their Aviation Field, Neucom shocks aviation experts across the globe with their new designs. Neucom’s new aircraft line is marketed as the ‘R’ series, the R standing for Radical. Their Radical Aircraft had incorporated many Configurations, Designs, Technologies and weaponry. The R' Series is also the first Neucom system to use the COFFIN System, which allows the pilots of vehicles to operate their machines during a sub-conscious state, allowing them to operate their machinery much closer to its specifications. Their R-Series had become renowned for this, and many buyers had stepped forward.

In 2020, their very first aircraft designs, which they had a large part in creating were used in the Leasath-Aurelian war. These Aircraft used initial versions of the COFFIN System and performed extremely well during their time in combat. In a sense, this was the beginning of Neucom's success in the military field.

With this new surge of funds from their products being bought, Neucom employs many excellent and talented research staffs, from Bankrupt government-operated Agencies and corporate development/research teams made obsolete, due to governmental down sizing. With them Neucom Inc. makes the first Energy Weapons able to operate within the Atmosphere and in Space.

In 2033, many Neucom Projects are started or underway with the help of these newly hired Research Staffs of these one known as Project “Night Raven”, which is being taken up by many of the Neucom Fields. The project is so secretive, rumors are the only information available on it.

A year later, Neucom Space and Info work together and create a Global Satellite Network for to further it’s Space Strategy and it’s global communications. In 2036, Project “Night Raven” is secretly completed, though no information is released. Neucom, by this time, is now one of the largest companies on the planet and the largest on the Usean Continent. A General Resource Ace Pilot, a rarity in the new era, had joined Neucom just before it’s announcement of their new product known as the “Nano-Byte”. This Nano scaled technology can adapt to extreme conditions and self-replicate. This makes them great for construction, and Space Development; as well as a new energy source replacing Nuclear Energy.

In 2039, at the end of the decade, Neucom Inc. completes its largest project. Megafloat, a large Sea Fairing City in the Usean Ocean. The entire city was created entirely by Neucom Technology and Personnel over the years. From this point on, it was thought that Neucom could make the impossible, possible.

With this, it was found that Neucom was now one of the two largest companies on the face of the planet. The other being it’s rival, General Resource (GR) LTD from the Osean Continent.

During the decade between 2040 and 2050 Neucom’s Operations had continued to operate steadily. It wasn’t until the late 2040s that Neucom’s economic rival had came to the Usean Continent after receiving permission by the falling Usean Government and conflict began to brew. In one incident after a large miscommunication between General Resource LTD and Neucom Inc., Neucom had taken a hostile stance against GR and began to threaten them with action.

The Neo-United Nations was called in to settle the dispute. It was decided that Neucom and General Resource would operate in designated areas on the Usean Continent and would not operate in the other’s areas. However, Neucom felt as though General Resource should keep their business on their own Continent and began to operate in GR’s designated territories. Neucom Air Transport Groups then began traveling into General Resource Territories being escorted by their Neucom Emergency Unit (NEU), a private army hired, maintained and funded by Neucom itself. Many times these large transport groups were intercepted by Aircraft from the General Resource Defense Force (GRDF).

Not being able to handle the situation with talks, the Neo United Nations calls in the Universal Peace Enforcement Organization (UPEO) to handle the situation accordingly. Many no Fly-Zones were set over many civilian cities and areas of General Resource’s Territories, but these were still ignored by Neucom. Also, UPEO’s Supreme Commander was once a highly placed member in General Resource’s Leadership, so it was thought that the UPEO were nothing more than a “Puppet of General Resource”.

Eventually and incident had to take place and one did. As a Neucom Transport Group flew over Expo City, the largest city in General Resource’s Territories, and GRDF Fighter Unit was sent up to intercept them. An Aerial Battle broke out over the city, and resulted in damage to the city and the loss of civilian life. Now the NUN and UPEO placed extremely harsh restrictions on each company, but unfortunately, this did not change anything.

As a Transport Group from Neucom entered Expo City Air Space in early 2045, it was engaged by fighters from the UPEO. This resulted in the loss of the entire group. Neucom took action immediately after this.

Neucom Inc had declared war against the General Resource Defense Force and denounced the UPEO. Neucom then began to interfere with all General Resource Operations on the continent by jamming their communications and attacking their production and research facilities. As the UPEO scrambled to cease aggressions on each side, Neucom began to use Ultra-High Altitude Transports and escorts to continue their operations.

Neucom Inc. had decided to use Megafloat as a rallying point for it’s Naval Forces. Many of their Warships began to sail and resupply at Megafloat, however, UPEO Command saw that using Megafloat as a resupply base was against many of their set restrictions and decided to engage any Neucom Warship which was going to dock at Megafloat. Soon, General Resource began to ignore the UPEO sanctions as well and began to attack all of the city’s defenses. Neucom continued to operate there despite these attacks and continued to attack any GR Facilities they came across.

Eventually, Neucom become tired of General Resource’s operations and began gathering their forces at Megafloat for a large scale offensive. The UPEO then sent it’s Pilots to destroy the entire Neucom Forces, which consisted of an Aerial and Naval Fleet. As Neucom attempted to recover, it’s facilities in Port Edwards were attacked by a large GRDF Air Group. When Neucom had sent all of it’s available fighters to engage them, it became the largest engagement between Neucom and General Resource of the war. The UPEO had sent it’s aircraft to stop them, but when they arrived the battle was already well underway. The UPEO pilots managed to stop the battle after destroying multiple aircraft on each side.

After this the UPEO made the discovery that a third group, known as the “Ouroboros” was responsible for the entire conflict between the two Companies. Now General Resource and Neucom were forced to support the UPEO in their operations to stop the Ouroboros. Many battles took place as the alliance attempted to halt Ouroboro's power.

The decisive battle came at Megafloat. A Ouroboros fleet of 3 Stealth Destroyers and an Aircraft Carrier laid siege to the city. But a counterattack destroyed the fleet, and destroyed any chance of invasion by Ouroboros. Neucom Inc then engaged the Ouroboros Flying Headquarters, the UI-4053 Sphynra and engaged it’s escorts, leaving it almost defenseless. The Sphynra was destroyed days later by UPEO Pilots. Ouroboros disappeared into the shadows again. This victory came at a heavy price, a X-49 from the Sphynra fired a laser into Megafloat, killing the entire population of the city. The X-49 and the UI-4054 fighter from the Sphynra were later destroyed.

Once that threat was removed the war had stopped and each side was brought back to the Neo-United Nations for talks.

It was decided that the two companies would be stripped of their ‘Defense Forces’. General Resource had it’s own restrictions, while Neucom’s Business was to be restricted by the new Usean Government, their business anywhere outside the continent was to be heavily monitored and regulated by the Government.

Overall, Neucom was hit the worst by the conflict. The loss of Megafloat destroyed a symbol of pride, and a major center of Neucom's operations. However, Neucom was able to begin recovery from the devastation.

Grey Men

The Grey Men are a secret organization within the Ace Combat Universe and the main antagonist of Ace Combat 5. Little is known about them, though what is known about them seems to suggest that they were originally either a Black-ops section of the Belkan military or a secret faction within the Belkan government. From what can be gathered from remarks made by Wolfgang Buchner (a former member of the Grey Men), the Grey Men were quite possibly the ones behind the dropping of the nuclear bombs on Belka. This is supported by Ace Combat Zero mission "Stage of Apocalypse," where the bombers carrying the nukes were engaged by their own forces. Since the Grey Men are apparently a secret group, this bombing might not have been carried out with full support of the government or military, thus the reason for the confusion among the Belkans.

Following the war, the group went underground, installing agents within the Osean and Yuktobanian governments and militaries, waiting for their chance to strike. It came in 2010, and, using this opening, the Belkans instigated the Circum-Pacific War of Ace Combat 5; however, the Razgriz figured out their plan, and stopped them from completing their objectives. The group's fate after 2010 is unknown.

Gründer Industries

Gründer Industries is a fictional Belkan corporation from the Ace Combat series of video games and an ally of Ace Combat 5's main antagonist.

History of Gründer Industries

Gründer Industries was originally known as the South Belkan Munitions Factory. They produced most, if not all of Belka's arms during the Belkan War. After South Belka was ceded to Osea, the company became known as North Osea Gründer Industries and began exporting arms to the superpowers Osea and Yuktobania. In the Cirum-Pacific War, it was discovered that Gründer was helping the Belkan government orchestrate the conflict as part of a plan to revive Belka, the company's headquarters in Sudentor, North Osea was attacked and destroyed by the Razgriz. One of the main targets of this mission was a huge satillite lazer control center, which was destroyed by a combined attack of the Razgriz and Yuktobanian Forces.

General Resources LTD

General Resource LTD. is a major faction in Ace Combat 3. It is a successful company, formed through a merger of many worldwide financial assets, focusing on the domination of common products, General Resource is the world's most powerful corporation and always in constant disagreement with Neucom. A massive corporate war was sparked when General Resource's armed forces engaged fire with Neucom's forces. General Resources has a para-military force called General Resources Defence Force (GRDF). Abyssal Dision and Keith Brian are members of the GRDF.

History of General Resource

In an amazing feat, just a few years after their formation, General Resource had grown to be one of the largest companies on the planet. As usual, they had continued to create their normal products: Aircraft, Tanks and Warships. But, they had also begun creating other much used items as well. Examples of these being Computer Programs and Aircraft Modification Parts.

General Resource had also begun to expand itself by establishing a General Resource Defense Force, originally as a way to operate their own products on a large scale in order to show their effectiveness. The GRDF was established in 2016. Also, with this they had established a school which taught multiple fields of research in the military field. The school was known as the Sandberry GR Defense College and was General Resource's first establishment on the Usean Continent, which was where most of their business in the next decades would eventually bring them.

By the early months of 2020 the world was on the verge of a reform. Many smaller and some large countries were becoming to dependent on Technologies from many Corporations that their own Governments begin to become somewhat useless. In a few cases by late 2020, some countries are actually run by Corporations and not their respected governments.

Meanwhile, General Resource continues to grow at an extreme rate. In 2023 the ITTC, a large communication system established for world wide communication was bought by General Resource and modified. As plans to add Video Mail and Text Broadcasting Services, a crisis had arisen in 2026 on the Usean Continent. A group of terrorists were found operating on the continent and allegedly had scarce military resources backing them. The General Resource Defense Force was dispatched to the continent and helped the now weakening Usean Government in hopes of operating on the Continent. The terrorists were suppressed by the GRDF Forces and talks were held about GR's future on the Usean Continent with the Usean Government.

From this conflict the GRDF had gained an ace pilot, the first since the war of 2010, 16 years ago. His name was Abyssal Dision, a graduate in Aerospace Engineering from the Sandberry College.

Though, this was not their only armed action they partook in. Sometime in the 2030s, General Resource LTD. had engaged the United Air Force (UAF), which resulted in a short, but fierce conflict. The UAF managed to hold off the General Resource Forces and destroy the General Resource Command Center, from which the attacks originated. Though there were reports of General Resource attempting to deploy Nuclear Weapons. No official actions were taken against them for undisclosed reason, and the entire conflict was looked passed by the world community.

General Resource move its business to the Usean Continent and new facilities are built between the 2020s and 2030s. Also in 2031, the ITTC is finally modified to include Video Mail and Video Phone Services, allowing real time conversations, phone calls and image exchanges on the Electrosphere.

In the next year, GR releases the 'Data Swallow' operation system. This system includes a program known as "Peek-A-BOOM" which allows users to search the Electrosphere by using a simple keyword and it displays relevant information with a color image. The Data Swallow makes the Electrosphere extremely easy to operate.

Also, within this same year a rival of General Resource Business everywhere had risen. The Erusian Air and Space Administration had changed its name to Neucom Inc. and began buying many Usean Governmental Facilities and conducting ground breaking research in many fields. One highlighted area being Aircraft.

General Resource saw their potential and also began to create new aircraft technologies themselves. Unlike Neucom Inc., General Resource concentrated on modifying existing Aircraft rather than creating new or unheard of designs. These new aircraft modifications are immediately bought by many small and medium sized countries for their militaries. In a spur of the moment idea, GR had created a new design in its Ground Vehicle Area. It had created the Antilion Walking Battle Tank, the first and only Walking Tank variant of its kind. Also, they had began to use the new COFFIN system on most of their new military vehicles as well. The COFFIN system allowed the pilots of the vehicles using the COFFIN to operate them subconsciously, allowing the pilot to push the aircraft to its specification's performance.

By the end of 2039 General Resource and its new Rival Neucom Inc, had become the two largest companies on the face of the planet. The Usean Continent had become the first place in which the two companies had competed against one another. The Usean Government fell apart by the end of this year and like its neighbors, had fallen to the New Age of Corporate Reform.

In 2040, the first of many mis-communications between General Resource and Neucom had taken place. Afterwards, Neucom had said that it was a General Resource attempt to control Neucom growth and threatened General Resource. This was known as the Phase Park Dispute. The Neo-United Nations stepped in and talks were held. The conflict was settled immediately after this, with each group being assigned areas in which they are allowed to operate in, on the Usean Continent.

Weeks later, Neucom Inc had began to expand its business into General Resource territory despite their agreements. Now General Resource was asking for the Neo-United Nations (NUN) to step in. As the NUN talked to Neucom Officials General Resource dispatched its GRDF to patrol around and over the new Neucom Facilities at all times. Tension was building and Neucom soon began to plan to form its own 'Response Team' to match the GRDF.

The NUN calls in the Universal Peace Enforcement Organization (UPEO) to reinforce all Neo-United Nations sanctions on the continent. However, as they arrive Neucom begins to vector Transport Flights directly over cities in General Resource territory escorted by Neucom's own Fighter Aircraft. Finally shots are fired. A GRDF Unit is launched from Expo City Air Base and they intercept a large Neucom Transport group. The following aerial battle resulted in Expo City, the second largest city on the continent, taking much damage from aircraft which were shot down and crashed into the city or bullets and missiles which had missed their targets.

The Neo-United Nations then put even harsher restrictions on each company because of this and established no fly zones around every major city on the continent. Unfortunately, this did not change anything.

In early 2045 a Neucom Transport Group entered Expo City Air Space and did not heed UPEO warnings. The transport group was shot down by UPEO pilots.

Neucom Officials then indicated the UPEO's actions under a heavy influence of GR decisions, since their Supreme Commander Gilbert Park, was once high up in General Resource LTD. The UPEO ignores these implications and continues to repel any illegal Neucom movements. The GRDF then begins to conduct Joint Maneuvers with UPEO pilots and began to supply the UPEO with aircraft in exchange for UPEO actions in stopping the Neucom aggressions.

As the UPEO scrambles to suppress attacks on both sides, they cannot effectively stop all of them and tensions between General Resource and Neucom finally boil over. After seeing a Task Force sized gathering of Neucom Naval and Air Forces destroyed by UPEO Forces at Megafloat, Neucom’s' Floating City. General Resource then responded with an Air Strike on Neucom Facilities in Port Edwards, the largest city on the Usean Continent. A large scale Air Battle had broken out. The UPEO eventually arrived there and shot down aircraft from both sides stopping the battle, though Port Edwards had sustained much damage.

As more large battles followed, it was later found that a third Organizaton was behind the War between General Resource and Neucom Inc. They were known as the Ouroboros and had been responsible for giving each side false information which caused them to fight. The Ouroboros were led by an Electronic Copy of Abyssal Dision’s Personality; in a sense he was living in the Electrosphere, the information Super Highway. Apparently, this was the Ouroboros’ main goal besides overthrowing General Resource, Neucom Inc and the UPEO.

Fighting between Neucom Inc and General Resource had stopped as they each supported the UPEO in their hunt of the Ouroboros. The Ouroboros were eventually defeated and the war was over.

The Independent States Allied Forces (ISAF) is a multinational coalition on the Usea Continent and the main protagonist organization of Ace Combat 04.

History

As an asteroid named Ulysses 1994 XF-04 approached Earth, several Usean nations built Stonehenge, a network of eight railguns designed to shoot down the asteroid when it reaches Earth's atmosphere, near the small and neutral nation of San Salvacion.

On Saturday July 8th 1999, when the asteroid arrived, it broke into millions of fragments, many of which survived re-entry into the atmosphere and hit the Usean continent. Erusea, seriously damaged by the impacts and almost bankrupt from financing the construction of Stonehenge, invaded San Salvacion. The Erusian military seized Stonehenge and realized its potential as an anti-aircraft weapon. With a range that covered most of the continent, Erusea was able to take over all of Usea, with the exception of the city of Saint Ark and islands off of the east coast.

The ISAF was a multinational military force consisting of the nations opposing Erusea. Without air support, ISAF was crushed by Erusian forces and forced to evacuate to the island-nation of North Point on the eastern Usean coast.

The Continental War

Main article: Ace Combat 04: Shattered Skies

Erusea makes it a high priority to take North Point, and frequently attacks it with bombers from the nearby Rigley Air Base, formerly an ISAF Facility. The 118th TFS, Mobius Squadron, destroys the base's Tu-95 bombers while they're on the ground, temporarily eliminating the threat. ISAF takes this opportunity to destroy Erusian radar sites in the northern region of the continent, allowing additional ISAF forces trapped on the mainland to retreat to North Point.

ISAF then begins a campaign to destroy Erusea's "Invincible" Aegir Fleet. After cutting off supply lines, Mobius Squadron attacks the fleet while it is in Comberth Harbor. The fleet is seriously damaged. With naval control of the east coast, ISAF launches Operation: Bunker Shot, an amphibious assault on the Usean mainland with landings in Saint Ark in the northeast and Caranda, Halle and Crowne beaches in the southeast. The operation is a success, and ISAF forces start to retake the continent. Soon afterwards, a group of engineers who built Stonehenge defect to ISAF.

With its ground forces again coming within range of Stonehenge, ISAF decides to launch an airborne attack on it. Mobius Squadron's lead pilot, Mobius One, singlehandedly destroys every cannon, and shoots down one pilot (Yellow 4) from Yellow Squadron when they arrive. ISAF quickly advances towards the west coast until facing fierce Erusian resistance in the Whiskey Corridor, a mountain pass between the Amber and Lambert mountain ranges. With air support from Mobius Squadron, ISAF forces are victorious, and eventually reach the Erusian capital of Farbanti. ISAF launches a ground attack from the east and an amphibious assault from the southwest. ISAF ground forces capture several high ranking Erusean officers and government officials who surrender after Mobius Squadron destroys all five aircraft of Yellow Squadron.

Post-War

Main article: Ace Combat: Operation Katina

After the Continental War, ISAF occupied Erusea for several years. In 2006, Mobius Squadron's flight lead was deployed to Erusea to fight the Free Erusea insurgency. The insurgents were defeated, and by the 2040s, ISAF ceased to exist.

Ouroboros

Ouroboros is a mysterious organization in Ace Combat 3 formed from members of General Resource, Neucom, and UPEO, with its own shadowy agenda. According to the story, Abyssal Dision seems to be its lead pilot and executive officer while Gilbert Park, commander of the UPEO, is actually its leader, operating behind the scenes. Cynthia (and main character, if player wishes) later join Ouroboros for unknown reasons although she later realizes the madness behind the organization's true intentions and decides to escape. (again, with main character)

United Nations Organizations

International United Nations

This organization, known simply as the IUN, is an international organization in Ace Combat that seems to parallel our own United Nations. The IUN originally sent peacekeepers to Usea to assist the FCU in containing Erusian aggression, but these forces were forced to pull out, as the FCU had to recall its troops.

Neo-United Nations(NUN)

Neo United Nation (NUN) is an international organization which main purpose is designated to maintain peace and order and friendship between all nations as well as possessing jurisdiction of international laws. Its intention is that it would intervene in various conflicts and facilitate peace cooperation. Not to be certain, but it is believed to be the successor of International United Nations, an organization which existed during Usean conflict that helped to hold war against Erusea. As it is entering a new era of globalization, it changed its name to be Neo United Nation to prove their credibility of facing the new age. It was established within Usea continent, with headquarter located at Snyder’s Top on the north side of Usea. Here, some peace agreements were held to stop any further disputes that may arise.

Between 2030 and 2040 toward the period of globalization, capitalistic principle is dominantly established. Multinational corporations begin to make enormous economical and technological growth and developments by merging and taking over corporate enterprises, even they institute military power for their own reasons. During the war, two largest corporations, known as General Resource Ltd. and Neucom Inc. began to put their superiority up and became inconsiderate rivals in competition of the world dominance. NUN realized that both corporations went too far as they got involved in disputes and took further action by dispatching a special enforcement group, Universal Peace Enforcement Organization (UPEO) as basis to mediate divergences and suppress any broken-out disputes among them. UPEO, under supervision of NUN, began to carry its military group, SARF along with its missions. Throughout the war, NUN frequently requested truce agreement and assisted cooperation between the companies.

Gabriel W. Clarkson, the former member of USEA federal assembly, was the chairman of NUN. Since UPEO was firmly established in response of the dispute on 2037, he became the representative of UPEO.

NUN was severally involved within the conflicts breaking out in many areas. The chairman of NUN was ever becoming target of General Resource’s GRDF while in flight to Cape Rainy Airport. Near in the end of war, the chairman was unexpectedly abducted by a frantic terrorist organization, Ouroboros. NUN paid much more attentions to the conflict. Once again, NUN successfully commanded UPEO to bring down the tensions to the end.

Universal Peace Enforcement Organization

The Universal Peace Enforcement Organization is a military organization controlled by the Neo United Nations (NUN) and originally a General Resource puppet, ultimately dedicated to stopping the corporate war in Ace Combat 3. Nevertheless, it is referred to as a paper tiger, since it requires weapons from the corporations to support itself. UPEO is supervised by NUN General Secretary Gabriel Clarkson. UPEO's military arm is the Special Armed Response Force (SARF). Major characters Rena Hirose, Fiona Fitzgerald, and Erich Jaeger are members of the SARF. Gilbert Park is the commander of the UPEO and SARF; however, he is distrusted by almost every character in the game. (reason of which later revealed) After all hell breaks loose at the near the end of Ace Combat 3, the main character (player one) and Erich decide to take the battle to Park in order to save the UPEO from corruption and stop the Ouroboros, while trying to save Rena from her cruel fate.
