Eye of God is a Russian platform specializing in the provision of information security solutions and services and the development of Big Data analysis software[1].

History

The platform Eye of God was developed in January, 2020, by Russian programmer Yevgeny Antipov. First decision of platform was a bot, based on crossplatform messenger Telegram, — Eye of God Bot[2].

In February, 2020, there was started the official channel Eye of God's platform in Telegram messenger. At the beginning of the year 2021 the channel of platform has more tha 800 000 members.

In autumn of the year 2020 the command of platform announced about developing new solutions as for legal persons as for natural persons[3].

At the beginning of March, 2021, Roskomnadzor sent a request in Telegram messenger about banning Eye of God Bot and other the same bots because of their violation of security personal data law. Whereupon Eye of God Bot was cut off from accepting user funds through popular payment acceptance systems[4].

From March the 18th the service was transfered into hand of a private person registered in Roskomnadzor operators of personal data registry. This is a OOO «ONLINE ADER» listed in OGRN from January, 2020, and in Roskomnadzor registry — from February the same year.

In March the 12th, 2021, a command of Telegram messenger banned Eye of God Bot by Roskomnadzor's request[5]. At the same time Eye of God command declared it had not gotten any requests from Roskomnadzor side[6]. In March the 13th, 2021, Eye of God command turned to the lawyers of the international human rights group Agora for legal assistance. Agora, represented by Fyodor Sirosh, sent a lawyer request to Roskomnadzor to find out the grounds for blocking[7]. In March the 15th, 2021, Sergey Kalenik was invited to Eye of God command as a press secretary.

In April, 2021, in platform administrator's appartements carried out the searches[8].

In August the 15th, 2021, Tagansk Moscow Court banned the service site of «Eye of God»[9].

Programming language

«Eye of God» service was partly scribed on script programming language PHP. Other languages in which the service was written are not disclosed.

Eye of God is a bot based on crossplatform Telegram messenger, which specialize in analyze and systematization of Big Data from open sources: social networks, messengers, search engines, websites, mobile apps and etc. The solution makes possible to users without technic preparing to find assumed connections about the object, to detect matches between objects, to organize gotten data in one search result by searching systems for further analyze analogy[10]. Hereby it considers there is no need to have special qualities for users for directly using of the solution, because all the work makes in Telegram messenger intuitive graphic user interface, and searching results organize in convenient way for user. Within the bot user can make a search in different ways and get the information about a natural person, organization, transport vehicle, e-mail or phone number. The bot got a wide using including for counterparties proving and for disclosure of various crimes.
