NAME (born 1961 in Meknes, Morocco) is a German former senior staff member with international organizations in Africa, Asia and Europe. Active primarily in the area of gender equality and women, peace and security, she worked within the United Nations system and the Organization for Security and Co-operation in Europe (OSCE), among others. She has extensively written about the gender divide in politics, the agenda for Women, Peace and Security and on gender mainstreaming in military contexts.

Biography

xxx graduated with a Master’s degree in Public Health in 1992 from Bielefeld University in Germany and also holds a Master’s degree in Psychology, earned in 1986 from the University of Damascus in Syria. Based on field work in Niger, she wrote her thesis on training needs for family health professionals in that country.[1] From 1994 to 1996, xxx worked for the German organization for international cooperation (GTZ, later GIZ) in Tanzania, East Africa. In a German-Tanzanian project for public and reproductive health, she worked in the fields of women’s rights, youth and family health programs.[2]

As Regional Director for North Africa for the South-South cooperation programme Partners in Population and Development, supported by the United Nations Population Fund (UNFPA), in Dhaka, Bangladesh, xxx was responsible for managing technical co-operation projects and building local capacity for the improvement of women’s rights and health services in Egypt, Tunisia and Morocco from 1998 to 1999.[2]

From 2003 to 2006, xxx was project team leader and senior adviser with GTZ in Morocco. She started and managed the organization’s first gender project in that country, co-operating with representatives of government, civil society and the private sector on the adoption of a gender-based approach in economic and social policies and development programmes. During this period, she edited a series of guidelines about the integration of Gender policies in development programmes focusing on reproductive health, economic and environmental policies.[3]

In an article about the reforms of the Moroccan family law for the German weekly Die Zeit, xxx was quoted talking about the illustrated book La Moudawana autrement ("The Family Law, in a different way") that her organization had published in cooperation with the Moroccan Ministry of Family Affairs. This book aimed to present the legal texts of the new family law, in Arabic Moudawana, through short texts in Arabic and French, along with ironic caricatures of traditional gender-specific attitudes in Moroccan society.[4] As examples, she named some of the commonly held prejudices by Moroccan men, and how her project was trying to spread correct information about such issues as the payment of alimony or the rights to take care of a divorced couple’s children.[5]

OSCE in Vienna, Austria. ... [6] As mentioned in a German handbook on international career paths in the United Nations and NGOs, xxx coordinated a network of 40 regional gender focal points with an increasing number of men serving in this position.[7]


During her following tenure as Gender Adviser for the Cambodian Ministry of ... from 2011 to 2013, she published a paper titled “Bridging the Gender Economic Divide in Cambodia: A Case for MDG Acceleration” on the occasion of the 2013 Global Millennium Development Goals Conference.[8]

From 2015 to 2019, xxx served as Chief of Gender Affairs for the MONUSCO peace keeping force in the Democratic Republic of the Congo (DRC). Among her other responsibilities in the world’s biggest UN peacekeeping mission, she advocated for gender equality standards for public media in DRC that were published by Radio Okapi, the United Nations country-wide broadcasting station.[9]

From 2019 to 2020, xxx was Head of Office for the United Nations Special Envoy on Myanmar in the country's capital Naypyidaw.

As Head of the Gender Section of the UNESCO headquarters in Paris, xxx managed projects highlighting the creative potential of women, such as Jazz Women in Africa, part of the organization's contribution to International Jazz Day on 30 April 2021.[10] Further, she collaborated on several publications, including ... [11] and managed the multi-media project Creative Resilience: Art by Women in Science.[12]

Presentations as keynote speaker

On occasion of the 22 August 2021 UNESCO Global Summit on COVID-19 Impacts and the Role of Women in the post-pandemic Era at Amrita University in India, xxx presented UNESCO’s goals towards more and sustainable impacts for transformative gender equality, in particular benefitting women’s and girls’ lives.[13]

On 7 March 2022, xxx participated as a keynote speaker in an online conference titled “Femina Vox, Making Women's Voices Heard”. Leading up to International Women’s Day. This event was organised by the French NGO Femina Vox, UNESCO and Sorbonne University.[14]

Reception

In 2007, the German periodical Information for Political Education reported about her illustrated book La Moudawana autrement ("The Family Law, in a different way") as an example of German-Moroccan activities promoting the reformed family law in Morocco.[15]

A book she edited in 2011, titled ‘’Mending Inequalities. Men and Gender Equality in the OSCE Region’’ was chosen as assigned reading for a course in 2014 on “Masculinities and Men’s Studies in Eastern Europe” by sociologist Tamara Martsenyuk, at the European University Viadrina in Frankfurt/Oder, Germany. This and several of her other publications have been cited in scholarly publications.[16] [17][18][19]

In an October 2020 study published by the Atlantic Council about the future goals of the United Nations Security Council Resolution 1325 on women, peace and security (WPS), her paper “Women, Peace, and Security: What it Takes to Achieve Relevant Impacts” was quoted for her call that “NATO should focus on improving cooperation between its civilian and its military bodies, and it should increase accountability mechanisms through expanded use of gender markers, scorecards, and other such mechanisms.”[20]

XXX (Germany) has been appointed to the post of Director (D-2) of the Division for Gender Equality in the Office of the Director-General. 2. Since 2019, Jamila XXX has been serving as Head of Office (D-1 level), Political Affairs, Office of the UN Special Envoy on Myanmar, Department for Political and Peacebuilding Affairs in the United Nations Secretariat. 3. 6. XXX worked for the United Nations Development Programme (UNDP) in Phnom Penh (Cambodia) from 2011 to 2015as Policy Advisor (P-5 level) and international expert on Gender and Democratic Governance. After this assignment, Jamila XXX joined the United Nations Peacekeeping Mission (MONUSCO) in Kinshasa (Democratic Republic of the Congo) in 2015 as Senior Gender Adviser and Chief (P-5) of Gender Affairs.7. In July 2019, Jamila XXX was appointed as Head of Office (D-1 level), Political Affairs, Office of the UN Special Envoy on Myanmar, Department for Political and Peacebuilding Affairs in the United Nations Secretariat, responsible for implementing activities to improve the human rights situation of minority groups, women, peace and security. 8.
