Standard usage is as follows:

If part of the address uses non-Latin characters, such as Cyrillic, use this syntax:

Note

Only use the "characters" parameter if you are actually typing out non-Latin characters such as Cyrillic (e.g. Д), Greek (Θ), Arabic (ﺏ), Chinese (貓), Japanese (子), etc.
If you are copy/pasting from your browser's address bar, just put the whole thing under the "url" parameter. The optional comment will work in any of the versions, not just the standard one. It is identical in function to the optional comment feature in the user warning templates at WP:UTM.

Also, this template must be subst:'ed, or it will not work properly.
