D & R Technical Solutions, Inc. is a veteran-owned small business located in Endicott, New York that provides high-quality engineering services to defense and commercial industries. Services include all elements of Integrated Logistics Support, technical manual development, training material development and instruction, and 3D modeling, simulation, and visualization products.

D & R Technical Solutions was established in 1990 by John E. Dady, Kenneth J. Richter, Karen A. Davis, and Robert E. Roeder. Three of the original principles have since retired and today the company is owned by Kenneth J. Richter (President/CEO) and John R. Mulligan (Vice President). The original four principles began the company with the strong belief that honesty, integrity, focused customer service, and on-time, within-cost delivery of quality products and services would make the company stand out from the competition. This same philosophy prevails today and has continued to result in satisfied customers, repeat business and steady growth for the company. At present, the company now occupies approximately 10,000 square feet of modern office space that is fully networked and populated with state-of-the-art equipment and software.

Scope of Work[edit]

Integrated Logistics Support – Originally focused on the ILS arena, D & R has been providing a full range of ILS services to system integrators and equipment suppliers since inception. These services include all aspects of ILS including Logistic Support Analysis, LSAR population, Life Cycle Cost and repair Level Analysis, spares provisioning, Reliability and Maintainability analysis and support equipment and support resource identification. D & R has developed its own software tools to expedite the documentation and delivery of logistics data.

Technical Manual Development – D & R’s capabilities include the complete development and publishing efforts, including electronic manuals to many different customer requirements and standards (including DOD, ATA, XML, SGML, HTML and PDFs). D & R employs a full-time staff of dedicated technical writers, illustrators, desktop publishers, analysts, engineers, programmers and quality assurance personnel to support the complete development process. D & R works with many national and international firms on a variety of projects and programs, both short, quick turnaround and multi-year procurements. Publications efforts range from simple redline incorporation to the complete research and development of operator, maintenance and parts manuals for complex military equipment and commercial railcars based on raw engineering source data and interface with design engineers.

Training Material and Instruction – D & R has provided training services to include training needs analyses, training material development, and course instruction. In the mid-1990’s, D & R developed and conducted an ILS training course for the UK Royal Army. The majority of D & R’s training activity resides in the commercial area and primarily in the transit industry. D & R develops training material and provide instructors for operator and maintenance training for a variety of subway, heavy, and light rail vehicle programs. D & R also acts as the integrator for all training material at the equipment level to ensure consistent content.

3D Modeling, Simulation and Visualization – Stimulated by the performance of a Phase II Small Business Innovative Research (SBIR) contract with the US Air Force Research Laboratory (AFRL), D & R continues its innovative work using visual imagery, rather than the standard text and two-dimensional graphics, to convey product information. Visual presentation is driven by the recognition that many current (and likely all future) operators and maintainers have grown up in an environment of graphical images, visual cues, and random access. Current methods of presentation, even as used in an IETM environment, are not optimally compatible with that experience.

D & R has created a platform which first optimizes the native 3D CAD models developed within the design function and then re-purposes that data for product support use, namely as technical manuals, parts catalogs, and training. The software platform imports native CAD models and provides tools to the user to develop procedures and tasks. Visual imagery is developed directly from the 3-dimensional model of the product and the result is high quality animation that is available before the hardware is built. Additionally, problems with lighting and obstruction, which are often encountered with video, are avoided and the information storage requirements are reduced.

D & R’s 3D modeling, simulation and visualization products are currently deployed on military and commercial railcar programs and are used primarily to enhance training by applying real world visualization to the training experience.

Community Involvement[edit]

D & R is a member of the Greater Binghamton Chamber of Commerce[1], Binghamton, New York; Society for Technical Communication, Southern Tier, New York; American Society for Quality, Binghamton Section, Binghamton, New York. D & R also sponsors the annual Devin and Valerie Spears memorial scholarship for the Binghamton High School, Binghamton, New York.

D & R’s employees are focused on the support of local, regional, and national community organizations and programs. Annually, they generously donate to the Angel Tree Foundation by purchasing numerous gifts for needy children; they also sponsor and participate in events such as the National MS Society Walk, American Cancer Society Relay For Life, Muscular Dystrophy Association Lock-Up fund raiser, and several other local community support events.
