A good article evaluation can take a number of forms. The most essential things are to clearly identify the biggest shortcomings, and provide specific guidance on how the article can be improved.

The lead reflects the updated content and is helpful inn addressing the historical context of prison conditions in the United States. While the introductory sentence is concise it wouldn't hurt to add what impacts of the system and its evolution are being taken a look at, for example societal impacts or etc.
The content is neutral and is backed up by reliable sources. There are a few places where sentences could be rephrased like "Imprisoned people were...' --> "Imprisoned individuals were often..."
