John - you should use this user page to note your conflicts of interest. You can use mine as a very simple example. The Maryland Department of Planning article you wrote seems pretty good, but it has been flagged for copyright infringement because it uses text from their website without citing to it. You can go in and cite it or post a note in the talk page stating that you are the representative of the agency and give approval for the text to be used.
