Contrary to the implications of the redirect WP:NOTEWORTHY, Wikipedia should use noteworthiness as a general content-inclusion guideline.
Several content guidelines already do this—either in text or in spirit. A few use the term "notable", which editors explain by saying that they are using the term in the colloquial sense. But that usage is, at best, ill advised: notable is a term of art on Wikipedia, and new users will, justifiably, believe that its usage on a Wikipedia policy or guideline is a reference to the standards of WP:NOTABLE.
Noteworthy, on the other hand, fairly captures several well-known guidelines, including WP:INDISCRIMINATE, WP:SUMMARY, WP:MINORASPECT and WP:NOTEVERYTHING. It is also reflected in several guidelines, including MOS:TIMELINE ("Ensure that list items have the same importance to the subject as would be required for the item to be included in the text of the article ...
"), WP:GAMECRUFT, and WP:GRATUITOUS.
