Atty. Emmanuel “Maning” Gilo Golo (born August 19, 1963) is a seasoned lawyer and a former politician from Matalom, Leyte. A lawyer by profession, he has handled the cases of several personalities from the Province of Leyte such as former Hilongos, Leyte mayors Panfilo Go and Altagracia Villaflor, as well as Bato, Leyte mayor Nathanael Gertos and Maasin Bishop Precioso Cantillas.

Early life and background

Maning was born on August 19, 1963 in Matalom, Leyte. His parents, Cornelia Gilo Golo and Owaldo Gado Golo, were both teachers in a school in their hometown. Maning has one younger sister and one older brother.

Emmanuel finished his Elementary education at the Agbanga Community School. He finished his Secondary Education at the Saint Joseph’s Academy, Matalom, Leyte. He attended the University of the Visayas for his undergraduate degree for A.B. Political Science from 1980-1983. He then proceeded to study in the University of San Carlos for his Law Degree from 1984-1988. He passed the Philippine Bar Exams on his first try in 1988 and he was officially signed in the roll of attorneys in April 27, 1989[1].

Maning Golo has worked as a professional lawyer since 1989 up to the present day. For a short while, he worked under the Public Attorney’s Office from 1990-1992 until he decided to purse private practice as well as begin his journey into politics.

He ran and was elected as Vice Mayor for the Municipality of Matalom, Leyte in 1992. He served for three terms as Vice Mayor from 1992-2001. For a short while, he was appointed as Officer In Charge Municipal Mayor from March-June 1998 due to a vacancy in office. After his term as Vice Mayor, he ran and won as Provincial Board Member of the Sangguniang Panlalawigan for the 5th district of Leyte in 2001-2004 under the Nationalists Peoples Coalition party[2]. In 2004, he ran again for the same position alongside his running mate, now incumbent Leyte Vice-governor Carlo Loreto[3], where they both won. During his two terms as a Provincial Board member, he served as the chairman for the Committee on Labor and Boundary Disputes[citation needed].

After losing his bid for a third term[4], Maning worked as a visiting professor for the Saint Joseph’s College’s Business Law from 2006-2013 and the College of Law of the College of Maasin (CM) from 2007-2017. He is still the legal consultant for Family Law at the Saint Joseph’s College (SJC)[citation needed].

In 2008, Maning applied and was elected as a member of the Board of Directors for Leyte Electrical Cooperative IV (Leyeco IV). In 2013, he was elected as Vice President for the Electrical cooperative and succeeded as BOD President in 2016-2017 following the former president’s retirement-resignation[5].

In 2019, he came out of his retirement from politics to run for Vice Mayor during the 2019 Midterms election, but eventually lost to his opponent Rikrik Jay Pajulio[6].

Family and Personal Life

Maning Golo is currently married to Ma. Dulla Alejaga Golo, his former Political Science  classmate at the University of the Visayas. Maning and Dulla have 7 children together.
